if the Attorney General remains on the Bench for some
considerable period in his acting capacity, he returns to
his substantive post having lost touch with current work
and therefore unfamiliar with important questions upon
which his advice may be needed, and with the intricacies
of questions upon which legislation may be required or may
actually be in process.

On the other hand it is easier to
find in the ranks of the service a qualified officer to act
as Puisne Judge. As a general rule both the Senior
Police Magistrate and the Registrar of the Supreme Court
are barristers and I submit that either of these officers
if qualified and competent may properly be appointed to act
as Puisne.
At the present time the Senior Police Magistrate
(Mr. Hazeland) is a Barrister and is well qualified for
Puisne Judge while the Registrar (Mr. J. H. Kemp) is
qualified though not actually called to the Bar.
This
latter deficiency will be made good during his next
leave
